Vanhanen says that it is wanting to protect that possibility that between the parliament parties a wide understanding about the model of the foreign-policy decision-making would be reached. He characterised the constitution reform as an extremely sensitive question in the foreign countries deliverers' opportunity. The parliamentary steering group which estimates the functionality of the constitution will begin its work in the autumn.
